Incorporated as California's 414th city on July 1, 1977, Lemon Grove is one of East County's four primary municipalities with a 2020 population of 27,627 residents.
East County, the region east of San Diego proper, is home to approximately 465,000 residents across multiple municipalities. Lemon Grove became part of this distinct community identity on July 1, 1977, when it was formally incorporated after decades of effort—previous incorporation attempts in 1955, 1958, and 1964 had failed. Incorporation gave Lemon Grove control over its own fire protection, taking over the service from the Lemon Grove Fire Protection District, and assuming management of sanitation and street lighting from the county. The city joined El Cajon, La Mesa, and Santee as the core East County municipalities.
With a 2020 census population of 27,627 residents on 3.88 square miles, Lemon Grove is one of the densest residential environments in East County, shaped by post-World War II suburbanization when citrus orchards gave way to single-family homes and tract housing. Located just seven minutes from downtown San Diego by car and served by the San Diego Trolley's Orange Line, the city maintains a small-town character despite its density and proximity to the broader metro area. Most properties sit on quarter-acre or smaller lots, a pattern typical of the post-war suburban development that transformed the region from agricultural to residential.
